The Syrian Network For Human Rights (SNHR) reports the death tolls for 2017 in Syria. A total of 6,964 civilians were killed including 1,436 children and 1,361 women.

In 2018, the Syrian Regime killed 4,162 civilians, including 713 children and 733 women. Russian forces killed 467 civilians, including 169 children and 118 women.

Throughout 2018, the Damascus suburbs saw the greatest amount of conflict, with 30% of causalities throughout the year do to heavy fighting in the areas. 

Since 2011 their has been various patterns of crimes in Syria committed by the different parties in Syria. Violence in Syria ranges from gunfire, air attacks, death due to torture, chemical bombs and cluster bombs. Victims inside Syria have also suffered from hypothermia, starvation, drowning and lack of medical care as a result of the Syrian conflict.

The SNHR stresses that the "Syrian-Russian alliance forces have repeatedly violated the rules of the international human rights law which guarantee the right to life. Ninety percent of the widespread individual attacks, the report adds, were directed against civilians and civilian artifacts, further discrediting the Syrian government’s and the Russian regime’s claims to be fighting Al Qaeda and terrorists”.

It is up to the Security Council to take the necessary steps leave parties accountable now that Resolution 2139 has been adopted. The ICC has a duty to hold parties accountable for their crimes since the start of the uprising in 2011, including international parties.
